As a policeman, he was supposed to uphold the law.

But full-time police national serviceman Muhammad Shazwan Sapuwan abused his authority and threatened a young couple to do his bidding.
Then a Special Constable Corporal, the 21-year-old wore his police warrant card to frighten the teenage couple after he caught and photographed them having sex on a staircase landing at a Housing Board block.
�
Threatening to take them to a police station, he told the couple he would let them go only if they let him record a video of the then 16-year-old girl performing oral sex on her boyfriend, also 16.
Even though the frightened couple complied, Shazwan proceeded to rape the girl while the boy looked on helplessly.
Yesterday, Shazwan, now 23, was sentenced to jail for 18 years and 15 strokes of the cane after pleading guilty to one count each of rape, sexual assault by penetration, outrage of modesty and extortion.
A second sexual assault by penetration charge involving the girl, one count of cheating and three other extortion charges were taken into consideration.
The court heard that Shazwan had other victims.
On separate occasions in 2014, he snuck up on two couples behaving intimately at HDB staircases and recorded them on video.
After introducing himself as a police officer, he cheated one of his victims out of $200 in August that year and extorted cash totalling $1,720 from another the following month.
The court heard that on Oct 24, 2014, Shazwan tailed the 16-year-old couple to a staircase landing and photographed them having sex.
Deputy Public Prosecutor (DPP) Sellakumaran Sellamuthoo said the girl had met her boyfriend after school at around 1.45pm that day and they went to a block of flats in the north-western part of Singapore.
They went to a staircase landing on the seventh storey where they got intimate and the girl performed oral sex on the boy.

Shazwan, who had followed the pair, spied on them from the eighth storey. He snapped two photographs of the couple.
When they were done, Shazwan came forward. He wore a lanyard displaying his police warrant card.
DPP Sellakumaran said he was also wearing a Jurong Police Division Headquarters polo T-shirt and a pair of blue police pants.
Shazwan took down the teenagers' particulars and told them they had committed an offence of "public nudity".
When the girl told him she did not want her parents to find out about the incident, he replied he would help the pair, but at the risk of losing his job. He then engaged them for about an hour for a solution.
As a bargain, Shazwan suggested filming them having sex. The boy was against the idea, but Shazwan insisted it was their only option. Out of fear, the couple eventually gave in.
While filming the teenagers, Shazwan decided to join in and forced the girl to perform oral sex on him.
He then raped her.
Shazwan left the scene once he was done, but told the couple to stay put.
At around 5pm, he called the boy to tell him they could go home.
But he was not done.
THREAT
Two days later, Shazwan contacted the boy and asked for $40. He threatened him with the sexually explicit videos.
The teenager complied and transferred the money over in two transactions.
Three days after her rape, the girl met her friends at school and started crying as she could not control herself any more.
DPP Sellakumaran said: "She disclosed the incident to her friends. Her friends managed to find the accused's identity through his Facebook profile and they encouraged her to make a police report.
"Later that day, the victim disclosed the matter to her family who then accompanied her to make a police report."
Shazwan was arrested hours later.
DPP Sellakumaran urged Judicial Commissioner (JC) Foo Chee Hock to sentence him to 18 years' jail with between 12 and 15 strokes of the cane.
He said: "Instead of upholding the law to protect life and property, the accused had lawlessly and brazenly abused his authority as a police officer to act to the detriment of those whose interests he was supposed to safeguard."
Before handing down the sentence, JC Foo said the sentence must be a deterrent one to "reflect society's abhorrence" of such offences.
Responding to queries from The New Paper, the Singapore Police Force (SPF) said: "Officers of SPF, including national service officers, are expected to uphold the law and set a good example by maintaining high standards of discipline and integrity.
"Those who commit offences will be charged in court and dealt with in accordance with the law."
For rape, Shazwan could have been jailed up to 20 years and fined or caned.
For extortion, he could have been jailed up to seven years and caned.

On Monday, Shazwan, now 23, was jailed 18 years and ordered to be caned 15 strokes after he pleaded guilty to rape, oral sex, outrage of modesty and extortion. Five other charges for extortion, cheating and sexual assault were taken into consideration.
The court heard that on Oct 24, 2014, Shazwan followed the couple and used his phone to take pictures of them getting intimate.
He then approached them, identifying himself as a police officer.

He told them that if he were to lose his job, he would use the video recording to threaten them for money.
The girl, who did not want her parents to find out about the acts, convinced her boyfriend to comply.
While the couple were performing sexual acts, Shazwan touched the girl's breast and forced her to perform oral sex on him.
He then told the boyfriend to have sex with the girl but the teenager refused. Shazwan then raped the girl.
After leaving the scene, Shazwan communicated with the boyfriend on WhatsApp and demanded $40 by the next morning.
The boyfriend eventually transferred the money to him. Three days later, the girl started crying in front of her friends in school and told them what had happened.
Her friends managed to find out Shazwan's identity on Facebook and encouraged her to make a police report.

SINGAPORE - The police announced today (Feb 1) that it will be reviewing its interview process on whether to allow "an appropriate adult" to be present when an accused minor is questioned.

This comes after a 14-year-old teenager jumped to his death on Jan 26 after he was taken in for questioning over a case of outrage of modesty the day before.
�
He was pronounced dead at the foot of an Yishun HDB block where he lived.
�
According to the statement, the police revealed that officers went to conduct enquiries at a school based on CCTV evidence.
�
To keep the investigation discreet, five police officers went to the school in plain clothes and undermarked cars.
�
After discussing with the school officials and viewing CCTV records, the teenager, who was identified in the video, was brought to the principal's office by a school official.
�
The boy was spoken to in the presence of a police officer.
�
Before he was brought to Ang Mo Kio Division, the 14-year-old contacted his mother to inform her of the investigation. A police officer also spoke to his mother.
�
At Ang Mo Kio Division, the teen was interviewed by a investigation officer at his workstation in an open plan office with other workstations.
�
The police said the boy was fully cooperative during the interview.
�
After, he was released on bail, he went back with his mother.
�
Police said investigations have not been completed.
�
A Coroner's Inquiry will be held upon the conclusion of investigations, where all the relevant facts will be presented to the State Coroner.

At the inquiry, the family will also be able to raise all questions that they may have, said the police.
�
The police have expressed their deepest condolences to the family and called the teenager's passing "tragic".

They have met the family to address their questions on the case and provided clarifications on the actions of the officers during their interaction with their son.

Yalor I think any parents will felt the same.
He could have contributed so much to society and his family when he becomes older. Sometimes young people are just playful. Not trying to defend his alleged molest, but death is too high a penalty to pay.
I don't really blame the IO also, because they are just doing their job. It's the SOP that needs to be tweaked, and the police honchos acknowledged that too.
I also hope parents pay more attention to any signs of distress in their kids. Don't wait before any tragedy happens.
I'm really saddened by this unfortunate incident to be honest. Hope the kid is in a better place now, and the parents can be strong and pick up the pieces.

Limited parking space and downtown traffic forced her to give up driving her M3 to work. She takes a taxi or the train instead.

"Even though my parents and my brother have their own cars, the Macan S is a car which the whole family, including my mum, can drive," she says.
Asked why she picked the Macan S and not the entry-level Macan, she replies with a laugh: "I am always late, so a more powerful car can get me to my destination faster."

But she adds quickly and more seriously: "We must be responsible and not abuse what our parents have given us because they can just as easily take it away."

When she was younger, she would modify her cars (and sometimes even her father's cars) more extensively, but she has since toned down.

"I have learnt to appreciate the car as it is," she says, adding that some past modifications also resulted in electrical problems.
�
For the Macan S, she restricted herself to cosmetic changes, such as respraying the brake callipers and the "Porsche" nameplate pink - her favourite colour.
�
The Macan S has a suitable blend of sportiness and practicality. Ms Goh says it has plenty of room for groceries as well as her dog.
�
And to get more out of the car, she plans to sign up for advanced driving courses which Porsche conducts, including for winter driving.

Labour MPs in Singapore mostly refrain from criticising employers openly, a reflection of the tight three-way partnership between unions, employers and the Government.

But in a stark departure from the usual congenial tone among the tripartite partners, outspoken labour MP Zainal Sapari has hit out at businesses that have outsourced their work, saying that low-wage workers are hurt in the process.
�
"Outsourcing has led to market failure, contributing to the depression and stagnation of wages of many low-wage workers such as cleaners, security officers to name a few," said Mr Zainal, a National Trades Union Congress (NTUC) assistant secretary-general, in a blog posted on the labour movement's website on Saturday.
�
Cheap outsouring forces contractors to lower their bids to win contracts, and the lower bids mean lower salaries for workers, said Mr Zainal.
He cited his unnamed aunt as an example - the retired carpark warden saw her monthly salary steadily rising from $235 in 1977 to $1,459 in 2005, which is the equivalent of $1,877 today. But carpark enforcement is now outsourced and they earn only $1,000 to $1,200 a month. "Can they earn $1,877? Good luck with that!" he wrote in the blog.

Mr Zainal also criticised management guru Peter Drucker who in the 1990s coined the phrase "Do what you do best and outsource the rest". Mr Drucker, who died in 2005, was an advocate of outsourcing as a business strategy, among various management ideas and concepts in a wide body of work that spanned more than 30 books.

"Peter Drucker, do you know what you've done?" Mr Zainal wrote. "I wish Peter Drucker had said this instead - 'Do what you do best, outsource the rest but don't outsource your responsibility!' "

The blog post on Saturday came two weeks after Mr Zainal called in Parliament for the law to be updated to make it compulsory for employers to follow National Wages Council (NWC) guidelines on pay increases for low-wage workers.
�
If it cannot be made mandatory for all, at least make it so for the cleaning, security and landscape sectors, which hire a large number of low-wage workers, he had said.
�
Since 2012, the NWC has recommended four rounds of pay hikes of at least $50 and $60 for workers earning up to $1,000. But only about six in 10 private sector employers gave low-wage workers earning up to $1,000 a minimum pay hike of $60 in 2014, following the NWC recommendations that year, Manpower Minister Lim Swee Say told Parliament last month. The NWC, which meets annually, is expected to issue its wage recommendations around the middle of this year.
