The fire hit the plant on an island off Singapore's shores on Wednesday, forcing Shell to close down a hydrocracking unit that helps make diesel fuel as a safety measure.
"Fire fighting operations are still underway at the affected area," the SCDF said in the statement. "There are currently about 100 SCDF fire fighters fighting the fire with 6 fire engines and 13 support vehicles. About 250 essential Shell personnel are also on Pulau Bukom."
Shell could not be immediately reached for comment on Thursday. In a statement issued earlier, Shell said the fire had been contained and that it had accounted for all staff.
Crude processing units at the plant, which accounts for more than a third of the island nation's total refining capacity, were running at reduced capacity, Shell said on Wednesday.
Production units at the refinery near the blaze were shut as a precaution. In the process of the shutdown, Shell said that a larger flare would be visible. The flare was no cause for alarm, as no toxic vapours were being released, Shell said.
One Shell firefighter sustained a superficial injury, and five other firefighters had heat exhaustion and pulled muscle, the company said.

In the Vancouver metropolitan city of Surrey, 13 members of a ?Super Sports Car Club? composed of ethnic Chinese fu er dai were intercepted by police while racing on a busy highway and fined. But until now none of them have expressed regret/remorse over the matter.
Some of the ethnic Chinese drivers involved have described the situation on a social networking site, claiming that 14 luxury cars were headed toward a city called White Rock together. Some of the drivers were racing and local citizens reported their activity to the police. ?Once we got off the highway, all of White Rock?s police came chasing after us.?
A local ethnic Chinese in the luxury car world revealed that all the cars and drivers involved in this street racing incident belong to a local ?Super Sports Car Club? composed of young ethnic Chinese. Most members of this group are Chinese fu er dai. These members, while going to school in Canada, wear name brand watches worth tens of thousands of Canadian dollars and have mobile phones worth thousands of Canadian dollars. Their lives are extremely extravagant.
This person also said that when the club was first created, the members cooperated with police, advertising during their events positive messages like, ?Don?t drink and drive,? and ?Don?t speed in a luxury car.? But gradually, as many of the creators graduated and returned to China, some of the members refused to follow the original tenets of the club and started to race illegally. He said that these people completely ignore Canadian traffic regulations while racing. For example, this time where they used the method of ?blocking cars to clear the road?, they essentially are using methods of illegal street racing that occur domestically in China, except in China, no one would street race during rush hour.
?We aren?t trying to show off anything, much less lose face for us Chinese!? While recounting the event, many of the involved drivers did not express regret/remorse. Some drivers went as far to say, ?Laowai are jealous of Chinese people in fancy cars,? and ?The police lack money.? They claim that they were not speeding at all, saying if they really were going 200km/h like people say, then their fine couldn?t have been just 196 Canadian dollars.
According to a report in Mingpao Daily, a couple was smiling and taking pictures in front of their beloved cars while the police were towing them away. They meant to keep it as a souvenir and wrote on the picture, ?Cars were towed; we express our ?happiness.? ? Another driver also took many pictures while his car was being towed. He emphasized: ?Proof of my being wild in my youth. I?ll show my kids and grandchildren someday, tell them that daddy was wild once.?

The two former senior executives accused of conspiring to cheat the Singapore Land Authority (SLA) out of $11.8 million have indicated that they will plead guilty.
Koh Seah Wee, 41, and Christopher Lim Chai Meng, 38, appeared before a magistrate's court for a preliminary inquiry on Thursday.
Koh faces a total of 372 charges, of which 360 are for cheating and 12 are for money laundering. He is accused of concealing or converting the proceeds of his crimes by buying property and investing in funds.
Lim faces 309 charges - 281 for cheating and 28 for money laundering.

Frank and Louie is a cat who was born with two faces, so he has two names. Does that mean he has 18 lives?
It almost seems so now that he has earned a spot as the longest lived Janus cat in the new edition of the Guinness World Records (Guinness has dropped the word ?book? from the name in this digital age). The cat's owner is a Worcester woman named Marty, who asked that her last name not be used to shield her identity and her unusual pet from curiosity seekers. She has owned Frank and Louie since a local breeder brought him into Tufts Veterinary Clinic to be euthanized when he was a day old. Marty was a veterinary nurse at Tufts at the time and offered to take him home.
The prognosis, however, was not good. Janus cats, named after the Roman god with two faces, are extremely rare and seldom live more than a few days after being born. Often they die within hours. But under Marty's dedicated care Frank and Louie flourished. He turned 12 years old on Sept. 8.
Frank and Louie has two mouths, two noses and two normal eyes with one larger non-functioning eye in the center. ?That was the first eye to open up when he was two days old so I had a little Cyclops for a while,? Marty said. That's not an endearing image, and, as often happens with animals and even people who are not exactly like everyone else, Frank and Louie often draws a shocked reaction from onlookers. But that first impression quickly fades.
?He's just so affectionate and sweet he usually wins people over,? Marty said.
The cat has two faces, but only one head and brain, so the faces react in unison and not as separate entities. Also, two faces doesn't mean two cans of cat food every morning. The cat's right side ? or Frank's side ? is connected to an esophagus while Louie's isn't, so Frank eats for two.
If you look at the cat from the left he looks completely normal. Look at him from the right and he does as well. It is only when you look straight at him that you can see how unusual he is ? so different he attracted worldwide attention after a local news story and video about him was picked up internationally about six years ago. One of those articles captured the attention of British cryptozoologist and science writer Karl Shuker, whose books include ?From Flying Toads to Snakes with Wings: In Search of Mysterious Beasts, Bizarre Creatures and Mystery Animals? and ?Mystery Cats of the World.?
Mr. Shuker also happens to be the life sciences consultant for Guinness and it was he who submitted details of Frank and Louie for inclusion in the 2012 edition as the world's longest surviving Janus cat. It is a term, he said in an email to the Telegram, that he coined several years previously in relation to cats born with diprosopia, or two faces on a single head. Though rare, it is a phenomenon that occurs in many species, Mr. Shuker says, including humans. Mr. Shuker said he was thrilled to learn the cat was still alive when Marty tracked him down by email after finding his blog. She wanted to tell him that the cat had been included in the 2012 Guinness edition.
She was surprised to learn it was he who submitted the cat's information.
The Guinness entry on Frank and Louie says the cat lives in Millbury, Ohio, and had reached the age of six by 2006, the last year for which Mr. Shuker could find press accounts. The cat and Marty actually lived in Millbury before moving to Worcester.
Even in 2006, Frank and Louie was the world's longest living Janus cat.
As a newborn kitten the size of a hamster, he wasn't expected to live 12 days let alone 12 years. Because he had to be fed every two hours, Marty carried him in a shoebox everywhere she went, including work, feeding him with a special veterinary kitten formula. She had to put a tube down into his stomach and injected the formula with a syringe. Veterinarians advised her not to get her hopes up.
?But every day he got stronger,? Marty said. ?He just kept beating the odds.?
There wasn't a special celebration Sept. 8 because cats, after all, aren't exactly party animals. ?I just kept calling him ?birthday boy' all day,? Marty said.
