We recently reported on the world?s 10 safest airlines, as ranked by the Air Transport Rating Agency (ATRA). The list, which is dominated by US and European carriers, is the first of what it intends to be an annual safety ranking.
ATRA?s scientific study has sparked public debate and it raises more questions than answers: how did some airlines make it onto the list, despite blemished safety records? And why did many airlines with young fleets and no history of fatal crashes fail to appear among the top performers?

The safest airlines were judged not only on accident rates, but on a set of 15 criteria that could affect an airline?s overall safety performance, including: an airline?s net financial result; average fleet age; number of accidents and incidents in the past 30 years; total number of aircraft and employees; percentage of aircraft on order; total aircraft-km flown; aircraft considered at risk; whether its maintenance is in-house or outsourced; number of dedicated full flight simulators and fleet homogeneity.
We went back to ATRA, the independent, Swiss-based agency that carried out the study to shed more light on its findings and answer your important questions.
To re-cap, the top 10 safest airlines on ATRA?s list in alphabetical order, were:

AMR Corporation (American Airlines, American Eagle)
British Airways
Continental Airlines
Delta Airlines
Japan Airlines
Lufthansa
Southwest Airlines
United Airlines
US Airways
Q&A with ATRA
TU: The study compares the safety culture of airlines based on 2009 data. Was this data collected before or after Air France?s watershed accident on July 1, 2009?
ATRA: ?The 2009 Air France accident has been taken into account in our 2011 holistic safety rating.?
TU: Critics of the study argue that Air France should not be on the list, in light of its recent history of serious accidents. Similarly, many airlines with no fatal accidents to their name and with some of the youngest fleets in the industry are not on the list. Isn?t this study flawed?
ATRA: ?Airlines may score well on these two criteria [fleet age and accident history], but are still not without incident records. And they may not score as highly on all 15 criteria we used in the study.
?An airline?s safety is not limited to accidents, which are rare and are often the result of a number of causes. Therefore, they should be investigated on a case-by-case basis. Accidents are also not always directly related to the airline operator, such as bird strikes or terrorism related events.?
(ATRA notes that it classifies ?incidents? in the same way as the US National Transportation Safety Board (NTSB)- which could include events such as engine or landing gear failures).
TU: From a list of the world?s top 100 carriers, the study assessed 44 airlines in which sufficient data was available to determine a safety rating. Which airlines were ranked 11th-44th?
ATRA: ?Our policy is to release only the top 10 safest airlines to the public, to avoid misinterpretation of the results. We don?t consider it to be fair on the very good [safe] airlines that we have rated outside the top ten list.?
TU: American carriers featured heavily in the top 10 list. As ATRA focused on airlines that provided sufficient data to make a full comparison possible, could there have been a potential selection bias, as US carriers are required to provide regular data to the Federal Aviation Administration (FAA)?
ATRA: ?US carriers ? six of which are listed in the top 10 -are not over-represented in the study because they were potentially more able to provide data. Only 9 US airlines are featured in ATRA?s list of 44 safest carriers which have been analysed.?
TU: One of the criteria ATRA uses to compare airline safety is ?aircraft at risk?. What aircraft types are you referring to here?
ATRA: ?Examples include planes in service that were built during the former Soviet period that are robust but don?t have up-to-date avionics or engines, as well as some western jets that are still in service, such as the Lokheed L1011 Tristar or McDonnell Douglas DC10.?
TU: How do criteria used in the study, such as an airline?s net financial result and percentage of aircraft on order bear any relation to general safety?
ATRA: ?A healthy airline is a major safety indicator. Its business can respond with flexibility and speed to customer demand with brand new planes, as well as react to market opportunities or external threats.?
What ATRA?s study does and doesn?t tell us
ATRA?s ?world?s safest airlines? ranking ? which has been criticised in some quarters for including Air France following its worst crash in history in 2009 ? reminds us that air accidents, as rare events, stay in our minds and affect our perceptions of airline safety.
Unsurprisingly, the airlines featured in ATRA?s top 10 list are western and familiar brands to us. In the West, where airline safety is a given, we are perhaps more likely to choose a carrier that we feel offers a better service than worry about its safety record. This study isn?t going to stop us from flying say, Emirates or Ryanair (which weren?t on the list) in favour of the study?s top performers, such as American Airlines or British Airways.
What is clear is that ATRA is not labelling any of the 44 airlines it assessed as unsafe. Instead, airlines appear to have been ranked on a sliding scale of safe to very safe. Unfortunately, we don?t know how each airline?s safety rating compares to each other.
It is also unfortunate that ATRA has chosen not to release the full list of airlines appearing outside the top 10 list.
We anticipate that there will be a lot more discussion and debate around how we compile safety rankings, as more studies are published.
